The International Foundation for Recovery and Development (IFRAD) is recruiting a Cluster Coordinator for the YEELD Program, a five-year Mastercard Foundation-supported initiative advancing youth economic empowerment through livestock value chains across Uganda’s Teso, Bukedi, and Ankole sub-regions. The Cluster Coordinator will provide strategic leadership for the Teso cluster — covering Soroti, Soroti City, and Serere districts — managing a team of District Coordinators and fostering high-level partnerships with government, private sector, and development partners.
Key Responsibilities
- Lead and coordinate project implementation across the Teso cluster in line with approved work plans
- Supervise, mentor, and provide performance management support to District Coordinators and Project Officers
- Monitor overall progress toward project targets and recommend corrective action where needed
- Develop and maintain strategic partnerships with district governments, private sector actors, NGOs, and development partners
- Represent the project in regional coordination platforms, consortium meetings, and donor engagements
- Oversee regional monitoring, reporting, and learning activities, consolidating quality reports for timely submission
- Manage budget planning and ensure accountability for cluster resources
- Support staff capacity building in project implementation, safeguarding, and community engagement
- Identify partnership opportunities to strengthen project sustainability and visibility

- Bachelor’s Degree in Development Studies, Project Planning & Management, Agriculture, Business Administration, Economics, Social Sciences, Entrepreneurship, or a related field
- A Postgraduate qualification in Project Management or a related discipline is an added advantage
- Minimum of 8 years of progressive experience in project coordination or management within development or donor-funded programs
- Demonstrated experience supervising field teams and managing multi-district projects
- Strong experience in high-level stakeholder engagement and partnership development
- Prior experience on youth and women’s economic empowerment, livelihoods, or agribusiness programs is highly desirable
- Familiarity with the Teso region and local context is highly preferred
- Excellent communication, report writing, and presentation skills
- Strong analytical, problem-solving, and strategic planning skills
- Proficiency in Microsoft Office and digital reporting tools; willingness to travel extensively within the Teso sub-region
