McDermott is a global engineering and construction company with over a century of experience delivering complex energy infrastructure projects across more than 54 countries. They are seeking a Commissioning Telecoms Specialist (TIL) for their project at Kasenyi Village, Buliisa, Uganda, reporting to the Commissioning Telecoms Superintendent. This role is central to the safe, efficient pre-commissioning, commissioning, and start-up of the facility’s telecoms and security systems.
Key Responsibilities
- Collaborate constructively within the project team and with the client to maintain positive working relationships
- Supervise pre-commissioning activities for telecoms and security equipment, including pre-energisation checks and any required repair or refurbishment work
- Lead functional verification and commissioning of telecom and security systems including PAGA, CCTV, Access Control, Intrusion Detection, Telephone/VoIP, and Radio communication systems
- Coordinate and verify commissioning of telecom network infrastructure covering switches, routers, industrial network devices, and integration with plant control networks
- Engage with the Telecom System Integrator, equipment manufacturers, and vendors to support pre-commissioning, commissioning, and start-up activities including reviewing procedures and supporting Site Acceptance Tests (SAT)
- Support integrated system testing between telecom systems and plant control systems, including interfaces with DCS, ESD, and Fire & Gas systems where applicable
- Participate in walk-down inspections, punch listing, clearance, and reinstatement of telecoms and security systems
- Ensure all Permits to Work (PTW) and job safety analyses are in place for all telecoms and security commissioning activities in your area of responsibility
- Supervise the safe and efficient use of all materials, equipment, and personnel assigned to the telecoms and security team
- Take accountability for the quantity and quality of all work completed by the team in your area
- Redline as-built telecoms and security drawings for pre-commissioning and commissioning works in compliance with project procedures
- Comply with all company policies, procedures, and safe working practices

- Diploma in engineering or a related discipline (preferred)
- Minimum of 5 years’ experience with a contractor organisation as a commissioning telecoms and security supervisor or specialist
- Pre-commissioning, commissioning, and start-up experience on at least 3 major EPC projects in the refinery, oil, and gas industry
- Hands-on experience with telecoms and security systems including Fibre Optic networks, Cyber Security, Data Networks, PAGA, CCTV, Access Control, Intrusion Detection, Radio, Telephone, and related systems
- Familiarity with telecom test equipment including OTDR and fibre certification tools, radio communication test equipment, and LAN infrastructure validation tools
- Previous experience with General Dynamics Mission Systems is desirable
- Broad technical knowledge of construction and completion activities
- Knowledge of Completions Management Systems is preferred; OPERCOM and ICAPS experience on a large oil and gas project is a plus
- Strong ability to communicate technical solutions clearly to both engineers and non-technical stakeholders
- Proficiency in MS Word, Excel, and PowerPoint as a minimum
- Strong English communication skills, oral and written; a second language is an advantage
