Raising The Village (RTV) — an international development organisation working to end ultra-poverty across Sub-Saharan Africa — is recruiting a Finance and Administration Officer for its Kampala office. With operations in Uganda, Rwanda, and Tanzania serving over one million people, RTV is looking for a finance professional who can deliver accurate, transparent, and timely financial support across payroll, statutory compliance, and regional operations. This role requires up to 30% travel to field districts.

Key Responsibilities

  • Manage payroll records end-to-end: onboarding, offboarding, changes, net pay reports, payroll payment initiation, and General Ledger posting.
  • Maintain salary advance records and reconcile related accounts; keep weekly PAYE and NSSF data current for Data Collectors.
  • Prepare and remit statutory obligations — PAYE, NSSF, and Withholding Tax — by regulatory deadlines, and support monthly tax return filings.
  • Verify payment documentation weekly, initiate bank and mobile money payments per approved procedures, and prepare weekly cash flow forecasts.
  • Maintain finance systems with accurate data and ensure all records are properly filed for audit and reference purposes.
  • Act as the Finance Business Partner for assigned regions and field offices, supporting budget preparation, tracking, and monitoring.
  • Assist with bank account establishment, manage relationships with financial service providers, and guide staff on financial policies and compliance.
  • Identify process improvement opportunities and support internal and external audit activities as required.

Requirements

  • Bachelor’s degree in Business Administration, Accounting, Finance, or a related field.
  • At least 3 years of relevant experience in finance, accounting, or administration.
  • Demonstrated experience in payroll administration and management.
  • Working knowledge of PAYE, NSSF, and Withholding Tax preparation and filing.
  • Progress toward or completion of a professional accounting qualification (CPA or ACCA) is preferred.
  • Experience in a non-profit or international development organisation is an added advantage.
  • Proficiency in Microsoft Excel and Microsoft Office; strong analytical, numerical, and communication skills.
  • High level of integrity and ability to communicate financial information to non-finance colleagues.
  • Willingness to travel up to 30% of the time across RTV operational districts.
