Clarkson Insurance Brokers Ltd (CIB) is seeking an experienced People and Change Manager to take the helm of its human resources function. This is a senior, wide-ranging role covering talent acquisition, employee development, performance management, and day-to-day HR administration. The successful candidate will work closely with the Executive Committee and business leaders to ensure CIB has the talent, culture, and compliance framework needed to thrive in Uganda’s insurance sector.
Key Responsibilities
- Collaborate with EXCO and department heads to conduct a thorough talent gap analysis and develop a comprehensive talent management plan covering attraction, development, and retention.
- Refine recruitment strategies to draw in high-quality, diverse candidates using multiple sourcing channels and inclusive hiring practices.
- Leverage HR technology to streamline talent management and track outcomes.
- Collect and systematically document feedback from EXCO and managers to continuously improve talent practices.
- Conduct staff satisfaction surveys on administrative support services and act on findings.
- Carry out internal audits to ensure HR policies and administrative practices comply with Government of Uganda labour laws and insurance industry regulations.
- Develop and maintain a comprehensive administrative support manual, training all staff on standard operating procedures.
- Design and run a risk assessment process for administrative functions and facilitate periodic risk and compliance reviews.
- Identify key roles and build a structured succession plan that prepares internal candidates for future leadership positions.
- Manage a clearly defined, data-driven recruitment process with transparent timelines and effective sourcing — including insurance-specific platforms and professional networks.
- Design and deliver thorough induction programmes for new hires covering CIB’s culture, insurance products, compliance standards, and role expectations.
- Oversee performance management for new recruits throughout their probation period and conduct regular talent reviews with senior management.
- Develop and regularly review remuneration and benefits policies to ensure CIB remains competitive in the insurance sector.
- Design a performance-based bonus structure and a range of non-monetary recognition initiatives.
- Lead a culture of accountability, continuous learning, and open communication across all HR staff.
- Design and implement learning and development programmes tailored to departmental needs and aligned to CIB’s strategic goals.

- Bachelor’s degree in Human Resources Management, Industrial and Organisational Psychology, or Business Administration.
- Post Graduate Diploma in Human Resource Management.
- At least five years of senior-level experience in HR management, including proven experience as an HR and Administration Manager or Supervisor.
- Strong background in talent acquisition, employee relations, performance management, and employee engagement.
- Solid knowledge of Ugandan labour laws and HR best practices.
- Excellent interpersonal, communication, and negotiation skills with the ability to handle sensitive information with discretion.
- Proficiency in HR software and the Microsoft Office Suite.
