Program Manager II

Catholic Relief Services (CRS) is hiring a Program Manager II for an anticipated five-year health systems strengthening project in Uganda. The project supports faith-based health services through stronger institutions, community health financing and better governance.

Key Responsibilities

• Lead and manage project activities through start-up, implementation, monitoring, learning and close-out, meeting CRS quality standards and donor requirements.
• Work with partner leadership and technical teams to support partner-led implementation and solve challenges together.
• Build relationships with faith-based health institutions, church structures, government and private sector actors.
• Lead community health financing and other innovative approaches for sustainable access to quality health services.
• Be the main contact for project stakeholders and keep planning and communication aligned.
• Oversee project planning, budgeting, reporting and learning, and support proposal development.

Requirements

• Bachelor’s degree in international development, social sciences, development studies or health-related management, or relevant experience; a master’s in public health, health systems management, development studies or a related field is listed.
• At least 5 years of field-based project management experience, preferably 3 years managing complex health or development programmes in a leadership role.
• MEAL skills and staff management experience.
• Grants management experience, ideally with donors such as USG and UN agencies, and the ability to write strong technical proposals.
• Experience working with local partner organisations; international NGO experience is an advantage.
• Good computer skills, analytical ability, and strong written and verbal communication.
