Program Manager

Hortifresh Association Uganda (HFA) is an apex body representing Uganda’s fresh fruits and vegetables sector, working to strengthen the country’s competitiveness in regional and international horticultural markets. Recruited through M-Forte, HFA is seeking a Program Manager to serve as its highest executive officer, providing strategic, operational, financial, and institutional leadership and reporting directly to the Board of Directors.

Key Responsibilities

• Provide strategic direction and visionary leadership for the association, driving growth, innovation, and long-term sustainability.
• Lead the development and implementation of strategic plans, policies, and annual work plans.
• Position HFA as Uganda’s leading horticulture apex body nationally, regionally, and internationally.
• Serve as the chief spokesperson and public representative of HFA in forums, trade missions, and stakeholder engagements.
• Build and maintain partnerships with government agencies, development partners, exporters, producers, investors, and international buyers.
• Lead policy advocacy initiatives to promote the growth and competitiveness of Uganda’s horticulture sector.
• Direct fundraising, partnership development, and sustainable revenue-generation efforts; secure grants, sponsorships, and strategic partnerships.
• Oversee day-to-day operations and programme delivery, ensuring effective management of financial, human, and physical resources.
• Lead budgeting, financial planning, and resource allocation; ensure financial transparency and regulatory compliance.
• Recruit, supervise, mentor, and evaluate staff, fostering a high-performance culture of professionalism and integrity.
• Provide regular performance updates to the Board and translate Board directives into actionable plans.

Requirements

• Bachelor’s Degree in Agriculture, Horticulture, Agribusiness, Food Science, Business Administration, Economics, International Trade, or a related field.
• A Master’s Degree or postgraduate qualification in a relevant discipline is preferred.
• Demonstrated senior executive leadership experience in agribusiness, horticulture, export promotion, or a related sector.
• Proven track record in stakeholder management, partnership development, resource mobilisation, and financial management.
• Strong knowledge of horticulture value chains, export markets, quality standards, and international trade dynamics.
• Excellent communication, negotiation, advocacy, and public speaking skills.
• Contract type is performance-based and renewable subject to satisfactory performance.
