The International Foundation for Recovery and Development (IFRAD) is implementing the Youth Economic Empowerment through Livestock Development (YEELD) Programme, a five-year initiative supporting young people aged 18 to 35 in the Teso, Bukedi, and Ankole sub-regions of Uganda. The programme targets 250,000 work opportunities, with a strong focus on young women, persons with disabilities, and displaced persons. IFRAD is looking for a dedicated Project Officer to oversee field implementation across the Teso Sub-region.

Key Responsibilities

  • Support implementation of approved project work plans and activities across the Teso region
  • Coordinate field activities including community mobilisation, trainings, entrepreneurship sessions, and stakeholder engagements
  • Ensure project activities are delivered on schedule, within budget, and to required quality standards
  • Monitor progress against project indicators and targets
  • Coordinate the selection and training of Community-Based Trainers to support group formation and participatory project planning
  • Assist with beneficiary identification, verification, and profiling processes
  • Build and maintain productive relationships with district local governments, community leaders, youth groups, women’s groups, cooperatives, and producer organisations
  • Develop and maintain a motivated team of community-based trainers capable of delivering group-level trainings
  • Represent the project at local coordination meetings and stakeholder forums
  • Support collaboration with financial institutions, training providers, and private sector actors
  • Promote group ownership and long-term sustainability of programme interventions
  • Collect field data and prepare weekly, monthly, and quarterly progress reports
  • Support monitoring and evaluation activities including surveys, assessments, and beneficiary tracking
  • Document success stories, lessons learned, best practices, and case studies
  • Ensure accurate maintenance of all project records and activity documentation
  • Support activity budgeting and ensure proper utilisation and accountability of project resources
  • Mobilise producer groups for enterprise development trainings and facilitate capacity-building sessions
  • Support activities in entrepreneurship, financial literacy, agribusiness, climate resilience, and livelihood development
  • Provide mentorship and follow-up support to community-based trainers

Requirements

  • Bachelor’s Degree in Development Studies, Social Work and Social Administration, Community Psychology, Project Planning and Management, Agriculture, Business Administration, Economics, Entrepreneurship, or a related field
  • Minimum of 3 years of relevant experience in project implementation or community development programming
  • Experience working with youth and women empowerment projects is highly desirable
  • Experience in selecting, training, and supervising Community-Based Trainers is required
  • Familiarity with the Teso region and local context is strongly preferred
  • Strong project coordination and community engagement skills
  • Excellent communication and interpersonal skills
  • Good report writing and documentation abilities
  • Proficiency in Microsoft Office applications
  • Knowledge of monitoring and evaluation principles is an added advantage
  • Valid motorcycle riding permit is required
