Raising The Village (RTV) is an international development organisation committed to eliminating ultra-poverty across Sub-Saharan Africa through data-informed programming and community-led solutions. Their Venn department — the organisation’s data and technology backbone — is looking for a Senior Data Collection and Integrity Officer to be based in Mbarara. This senior role leads the Data Collection and Integrity (DCI) team, overseeing the full lifecycle of data collection while ensuring the accuracy, consistency, and reliability of all organisational data.

Key Responsibilities

  • Provide technical leadership over all end-to-end data collection processes, championing best practices in data management and compliance
  • Support the transition from manual to automated data collection methodologies to improve efficiency and scalability
  • Design data aggregation wireframes incorporating multi-level quality and assurance controls
  • Review and develop data collection instruments and workflows to ensure they meet organisational standards before deployment
  • Create and maintain comprehensive standard operating procedures (SOPs) for data collection, storage, and usage
  • Implement and uphold data integrity protocols including ethical handling, regular audits, and data validation
  • Establish and manage a centralised data system for quality monitoring, compliance, and training
  • Design and deliver training programmes for contractors and M&E staff on data ethics, security, and compliance
  • Build and maintain a centralised data repository to ensure data is accessible, timely, and reliable for analysis and reporting
  • Develop reporting systems that provide clear insights into data quality and integrity for decision-makers
  • Lead research and development of innovative data collection technologies aligned with national development priorities and the SDGs
  • Provide mentorship, coaching, and performance management to DCI team members
  • Support recruitment, onboarding, and capacity development for the DCI team

Requirements

  • Bachelor’s degree in M&E, Social Sciences, Economics, Computer Science, Quantitative Economics, Business Computing, Mathematics, Population Studies, or a related field
  • At least four years of practical experience in applied data management
  • Proven experience in M&E and project management, preferably within development or non-profit contexts
  • A postgraduate qualification in M&E or a related field is an advantage
  • Fluency in English is essential; knowledge of French or Kiswahili is highly desirable
  • Familiarity with data collection platforms using XLS architecture such as SurveyCTO, CommCare, or Survey123
  • Proficiency in relational data management systems and pipeline languages such as Python or R is an advantage
  • Experience with GIS tools such as ArcGIS or QGIS for mapping is beneficial
  • Detail-oriented and well-organised, with the ability to manage multiple tasks and deadlines in a fast-paced environment
