Senior Supply Chain Officer

The International Rescue Committee (IRC) is recruiting a Senior Supply Chain Officer based in Kampala. The IRC is a global humanitarian aid and development organisation operating in over 40 countries, committed to helping people affected by conflict and disaster. In this senior role, you will lead and manage supply chain functions including procurement, asset management, warehousing, fleet, staff supervision, and donor compliance. The position works closely with Programme and Finance teams and provides matrix supervision to field supply chain staff in Imvepi and Rhino.

Key Responsibilities

• Ensure all supply chain functions comply with IRC policies, donor regulations, and Ugandan law; maintain and update donor guidelines related to procurement, assets, and operations.
• Monitor supply chain budgets and expenditures; oversee asset disposal processes; ensure vendor eligibility screening is conducted and documented.
• Maintain supplier files, report suspected policy violations, ensure procurement processes pass audits, and develop corrective action plans where findings arise.
• Establish Master Purchase Agreements for regularly procured goods and services.
• Organise regular supply chain training for programme and operations staff; develop and maintain orientation packages for new staff.
• Build staff capacity in supply chain tools and systems; support procurement planning for grants during budget development.
• Review monthly supply chain reports from field locations; identify and address staffing and skills gaps.
• Support recruitment, performance management, and development of supply chain staff; conduct six-month and annual performance reviews.
• Review and approve staff timesheets, leave requests, and travel requests; develop staff succession plans.
• Ensure procurement documentation is complete and accessible; monitor transport services for cost efficiency; establish fuel consumption benchmarks for vehicles, motorcycles, and generators.
• Maintain updated asset registers and oversee asset disposal in line with IRC and donor requirements; ensure warehouses and inventories are secure and properly managed.
• Manage operating budgets for Supply Chain Units; engage regularly with Programme, Finance, and senior leadership teams; coordinate with donors, government agencies, UN agencies, and NGO partners on logistics.

Requirements

• A bachelor’s degree in Procurement and Logistics Management or a related field; equivalent education and experience will be considered.
• At least five years of progressive professional experience in supply chain management, with demonstrated leadership in planning, procurement, warehousing, asset management, and transport.
• Strong technical skills in supply chain strategy, market analysis, procurement and contracting, inventory management, and financial management.
• Proven experience supervising and developing teams; strong performance management and coaching skills.
• Excellent interpersonal, analytical, and communication skills; ability to work across a matrix management structure and influence stakeholders effectively.
• High attention to detail, strong personal integrity, and ability to multitask under pressure.
