The International Rescue Committee (IRC) — a leading global humanitarian organisation founded in 1933 and active in over 40 countries — is seeking a Supply Chain Officer for its Kampala office. The role oversees procurement, asset management, warehouse and inventory operations, and fleet coordination, ensuring all supply chain activities are carried out efficiently, compliantly, and with strong value for money in accordance with IRC Standard Operating Procedures and donor requirements.
Key Responsibilities
- Receive and review all Purchase Requisitions and Item Forecasts for completeness and compliance before processing.
- Prepare and issue RFQs, RFPs, and other approved sourcing documents; support end-to-end procurement including bid evaluation, purchase order issuance, and contract follow-up.
- Participate in supplier evaluations, invoice verification, and preparation of bid analysis and award recommendation reports.
- Coordinate timely deliveries with suppliers and internal requesters; maintain and update a database of vetted suppliers across goods, services, and works categories.
- Ensure all procurement documentation is complete, accurate, and accessible for audit purposes; prepare periodic procurement reports.
- Maintain and update the Fixed Asset Register (FAR), conduct quarterly and annual physical asset counts, and report discrepancies including losses, damages, and disposals.
- Ensure adequate internal controls over all IRC assets and timely recovery of assets from departing staff.
- Ensure all insurable assets are covered and that insurance claims are submitted and followed up promptly.
- Supervise receipt, verification, dispatch, and distribution of goods; generate Goods Receipt Notes (GRNs) in the Integra system upon confirmed delivery.
- Maintain accurate inventory records including bin cards, stock cards, waybills, and gate passes; prepare periodic stock status reports.
- Support vehicle scheduling, fuel monitoring, and vehicle maintenance coordination in collaboration with the Head Driver and administrative assistant.
- Ensure all supply chain activities comply with IRC policies and donor requirements; flag risks, delays, or non-compliance issues promptly to the supervisor.

- A university degree in Procurement, Business Administration, Financial Accounting, Logistics, or a related field; CIPS qualification is an added advantage.
- At least five years of progressive supply chain experience covering planning, procurement, logistics, inventory management, and fixed asset management.
- Experience with finance and supply chain business processes in a non-governmental organisation is preferred.
- Proficiency in ERP systems, data warehouses, Microsoft Excel, Word, and PowerPoint.
- Excellent problem-solving, communication, and organisational skills; strong attention to detail and accuracy.
- Proven project management and process documentation skills; ability to work effectively in a matrix environment.
- Ability to work independently and under pressure while meeting tight deadlines.
