The International Rescue Committee (IRC) is seeking a Roving Supply Chain Officer based in Kyegegwa to deliver mobile and technical supply chain support across multiple field offices in the region. The IRC is a global humanitarian organisation working in over 40 countries to help people rebuild their lives after conflict and disaster. This wide-ranging role covers procurement, asset management, warehouse and inventory operations, fleet support, compliance monitoring, and surge capacity during emergencies — offering a dynamic opportunity for an experienced and adaptable supply chain professional.
Key Responsibilities
- Receive, review, and process Purchase Requisitions and procurement plans from assigned field offices; manage end-to-end procurement including sourcing, bid evaluation, purchase order issuance, and contract administration.
- Prepare and issue RFQs, RFPs, and ITBs; carry out market assessments and supplier mapping; ensure procurement files are complete and audit-ready.
- Coordinate timely deliveries; monitor supplier performance; support emergency procurement and surge operational requirements; prepare procurement reports and trackers.
- Implement asset management policies across supported locations; maintain accurate Fixed Asset Registers; conduct asset tagging, verification, quarterly and annual physical counts, and reconciliation.
- Investigate and report asset discrepancies, losses, damages, and disposals; train and mentor staff on asset management procedures; ensure timely recovery of assets from departing staff.
- Support warehouse operations and inventory control; oversee receipt, inspection, storage, and dispatch of goods; monitor stock levels and maintain accurate inventory records including stock cards, bin cards, waybills, and gate passes.
- Conduct periodic stock counts and reconciliations; maintain warehouse safety, security, and cleanliness in line with IRC standards.
- Support vehicle scheduling, movement planning, and fleet utilisation monitoring; review fuel consumption and fleet documentation; coordinate maintenance and servicing schedules.
- Conduct regular field visits to assess compliance with supply chain procedures; support implementation of audit recommendations; provide coaching, mentoring, and technical support to field supply chain staff.
- Provide temporary operational support during staffing gaps and emergency responses; deploy to field offices experiencing increased demand; support continuity of supply chain operations during disruptions.
- Prepare procurement, inventory, asset, fleet, and compliance reports; track performance indicators and escalate operational risks or compliance concerns in a timely manner.

- A bachelor’s degree in Procurement and Logistics Management, Supply Chain Management, Business Administration, Commerce, or a related field.
- CIPS Level 4 or higher professional certification is an added advantage.
- At least five years of progressive supply chain experience in an NGO setting; experience supporting multiple field offices and humanitarian operations is desirable.
- Strong knowledge of procurement, logistics, inventory, and asset management.
- Excellent planning, analytical, negotiation, and supplier management skills; strong communication and coaching abilities.
- High attention to detail, commitment to compliance, and ability to work independently under pressure.
- Willingness to travel extensively within the assigned region; proficiency in ERP systems and Microsoft Office applications.
